BackgroundThe U.S. Food and Drug Administration traditionally has kept confidential significant amounts of information relevant to the approval or non-approval of specific drugs, devices, and biologics and about the regulatory status of such medical products in FDA’s pipeline.ObjectiveTo develop practical recommendations for FDA to improve its transparency to the public that FDA could implement by rulemaking or other regulatory processes without further congressional authorization. These recommendations would build on the work of FDA’s Transparency Task Force in 2010.MethodsIn 2016-2017, we convened (...) a team of academic faculty from Harvard Medical School, Brigham and Women’s Hospital, Yale Medical School, Yale Law School, and Johns Hopkins Bloomberg School of Public Health to develop recommendations through an iterative process of reviewing FDA’s practices, considering the legal and policy constraints on FDA in expanding transparency, and obtaining insights from independent observers of FDA.ResultsThe team developed 18 specific recommendations for improving FDA’s transparency to the public. Biological ontologies are used to organize, curate, and interpret the vast quantities of data arising from biological experiments. While this works well when using a single ontology, integrating multiple ontologies can be problematic, as they are developed independently, which can lead to incompatibilities. The Open Biological and Biomedical Ontologies Foundry was created to address this by facilitating the development, harmonization, application, and sharing of ontologies, guided by a set of overarching principles. One challenge in reaching these goals was that the (...) OBO principles were not originally encoded in a precise fashion, and interpretation was subjective. Here we show how we have addressed this by formally encoding the OBO principles as operational rules and implementing a suite of automated validation checks and a dashboard for objectively evaluating each ontology’s compliance with each principle. This entailed a substantial effort to curate metadata across all ontologies and to coordinate with individual stakeholders. We have applied these checks across the full OBO suite of ontologies, revealing areas where individual ontologies require changes to conform to our principles. Our work demonstrates how a sizable federated community can be organized and evaluated on objective criteria that help improve overall quality and interoperability, which is vital for the sustenance of the OBO project and towards the overall goals of making data FAIR. This paper provides a method for characterizing space events using the framework of conceptual spaces. We focus specifically on estimating and ranking the likelihood of collisions between space objects. The objective is to design an approach for anticipatory decision support for space operators who can take preventive actions on the basis of assessments of relative risk. To make this possible our approach draws on the fusion of both hard and soft data within a single decision support framework. Contextual data is (...) also taken into account, for example data about space weather effects, by drawing on the Space Domain Ontologies, a large system of ontologies designed to support all aspects of space situational awareness. The framework is coupled with a mathematical programming scheme that frames a mathematically optimal approach for decision support, providing a quantitative basis for ranking potential for collision across multiple satellite pairs. The goal is to provide the broadest possible information foundation for critical assessments of collision likelihood. (shrink)

This paper offers a novel, qualitative approach to evaluating the outcomes of integrating humanities and ethics into a newly revised pre-clerkship medical education curriculum. The authors set out to evaluate medical students’ perceptions, learning outcomes, and growth in identity development. Led by a team of interdisciplinary scholars, this qualitative project examines multiple sources of student experience and perception data, including student essays, end-of-year surveys, and semi-structured interviews with students. Data were analyzed using deductive and inductive processes to identify key categories (...) and recurring themes. Results suggest that students not only engaged with the curricular content and met the stated learning objectives but also acknowledged their experience in the humanities and ethics curriculum as an opportunity to reflect, expand their perceptions of medicine (and what it means to be “in” medicine), connect with their classmates, and further cultivate their personal and professional identities. Results of this qualitative study show how and in what ways the ethics and humanities curriculum motivates students past surface-level memorization of factual knowledge and encourages thoughtful analysis and evaluation about how the course material relates to and influences their thinking and how they see themselves as future doctors. The comprehensive qualitative approach reflects a holistic model for evaluating the integration of humanities and ethics into the pre-clerkship medical education curriculum. Future research should examine if this approach provides a protective factor against the demonstrated ethical erosion and empathy decrease during clinical training. (shrink)

The overall goal of the approach developed in this paper is to estimate the likelihood of a given kinetic kill scenario between hostile spacebased adversaries using the mathematical framework of Complex Conceptual Spaces Single Observation. Conceptual spaces are a cognitive model that provide a method for systematically and automatically mimicking human decision making. For accurate decisions to be made, the fusion of both hard and soft data into a single decision framework is required. This presents several challenges to this data (...) fusion framework. The first is the challenge involved in handling multiple complex terminologies, which is addressed by drawing on a set of Space Domain Ontologies. Another challenge is the complex combinatorics involved when considering all possible feature combinations. This can be mitigated by using integer linear programming optimization that is outlined by the Complex Conceptual Spaces Single Observation mathematical model framework. A third challenge is the complicated physics that is involved in a spacecraft collision that must be addressed to obtain a better understanding of threat assessment. Overcoming these various challenges allows for a quantitative ranking for the potential of a kinetic kill collision across multiple spacecraft pairs. In addition to overcoming these challenges this paper will break down threat assessment into four domains and identify a ranking of threat both for each individual domain and for the four domains combined. The eighteenth century is still the bottleneck of the history of political theory: the century that separates pre-economic theorists such as Machiavelli, Bodin and Hobbes from post-economic theorists such as Hegel, Mill and Marx. Political thinking became immeasurably much more complicated in the eighteenth century: and yet historians, after at least half a century of extremely judicious scholarship, still have difficulty explaining its significance for contemporary theory. Sagar's Adam Smith Reconsidered is an important contribution to the attempt to clarify (...) just how modern political theorists should look backward – without hastening back to the abstractions of the seventeenth century or remaining confined to particular involutions of the nineteenth century. Its specific originality is in drawing attention to two important ideas of Adam Smith, seldom seen clearly or at all, ‘the quirk of rationality’ and ‘the conspiracy of merchants’. Political theorists as well as historians of political thought will benefit from familiarising themselves with these ideas. (shrink)

Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. In some cases, they will be similar to bills before the 107th Congress (see Table 1). Bills in both the House of Representatives and the Senate address the establishment (...) and maintenance of donor registries, financial reimbursements for medical and nonmedical expenses incurred by qualifying donors, the presentation of commemorative medals, and tax credits.A bill entitled "Gift of Life Congressional Medal Act" (introduced last year by Senate majority leader Bill Frist (R-TN) as Senate Bill 325), and its corresponding bill of the same title (passed in the House of Representatives last year as H.R. 708), would establish a congressional commemorative medal honoring "any organ donor, or the family or family member of any organ donor." The medal is to be designed and struck with "suitable emblems, devices, and inscriptions" by the Secretary of the Treasury. The eligible donor or donor's family member would be presented with the medal by the Secretary of Health and Human Services. This bill would establish qualifying donations as those of human kidneys, livers, hearts, lungs, pancreases, or any other organ, but excludes corneas and eyes.Another bill, introduced by Representative Michael Bilirakis (R-FL) entitled "Organ Donation Improvement Act" (H.R. 624), would award grants or contracts to states, transplant centers, and qualified organ procurement organizations for the purpose of providing travel, subsistence, and incidental nonmedical expenses to individuals who make living donations. For a hundred years or more, Scottish philosophers were both taught and emulated by professors at Princeton, Harvard and Yale, as well as newly founded colleges stretching from Rhode Island to Texas. This volume in the Library of Scottish Philosophy demonstrates the remarkable extent of this philosophical influence. The movement included major figures, such as Francis Hutcheson, David Hume, Adam Smith, Thomas Reid and Adam Ferguson, and also many others who produced notable works, such as Gershom Carmichael, George Turnbull, George Campbell, James Beattie, Alexander Gerard, Henry Home (Lord Kames) and Dugald Stewart. I discuss some of the leading ideas of these thinkers, though paying less attention than I otherwise would (...) to Hume, Smith and Reid, who have separate Encyclopedia entries. Cloth, $65.00.A Cambridge Companion can be expected to attempt to do two different things at the same time: to provide a clear and concise introduction to the existing scholarly literature on all the principal topics discussed by the philosopher or (...) school of philosophy to which the Companion is devoted; and to advance the discussion in ways that will be of interest to those already working in the field. Alexander Broadie's Cambridge Companion to the Scottish Enlightenment succeeds admirably at both tasks. Excellent introductions are provided to eighteenth-century Scottish writing on religion, the philosophy of mind and its engagement with scepticism, the history of the human species and the basis of human sociability, mathematics and natural science, moral philosophy, political philosophy and theories of justice, economic theory, legal theory, historiography, and aesthetics. In the process, familiar figures such as Hutcheson, Hume, Smith, Robertson and Reid are placed amid a huge range of writers no longer very often taught at the undergraduate level, and the result provides a rich resource for those who want to begin to broaden and deepen textbook accounts of what was achieved in Scotland during le Siècle des lumières. In fact, as a single-volume introduction to the wealth of ideas bestowed to posterity by the Scottish Enlightenment, this book has no serious competition. It is almost entirely free of the overblown rhetoric and blatant chauvinism characteristic of some recently published accounts of what the Scots contributed to the modern world.In addition, many of the chapters contain information and arguments that will stimulate and sometimes provoke those who need no introduction to the Scottish Enlightenment. M. A. Stewart, for example, reminds us how easy it is to exaggerate the damage Hume did to religious belief in his own time. His Scottish contemporaries did their best to minimize Hume's impact and to downplay his significance; and, Stewart shows, for the most part they succeeded. Aaron Garrett describes the various ways, some rather less-than-enlightened, in which historians used animals, women, and racial difference in order "to get at the original of man." The editor of the volume takes important steps toward placing Scottish writing on the arts and aesthetic judgment in the context of what he terms "the general [End Page 479] programme of improvement that characterised the Scottish Enlightenment from its earliest days" (295).In his Preface, Alexander Broadie sets out three rival large-scale interpretations of the Scottish Enlightenment considered as a whole: one that gives priority to political economy and the disciplines which form its intellectual foundation (moral philosophy, jurisprudence, and the historical study of social institutions); another which sees the cultivation of mathematics and the natural sciences as central to the process of enlightenment in Scotland; and a third which portrays the Scottish Enlightenment as being a cultural phenomenon as much as a purely intellectual one, using just enough of both the "political economic" interpretation and the "natural scientific" interpretations as is necessary to understand how the Scottish "literati" worked within and transformed the institutions that shaped the Scotland of their day: the law, the Kirk, and the universities. My judgment is that the reader of this volume will find himself leaning toward the first of these three approaches. This is partly because the chapters both on the disciplines on which political economy was built and on economics itself are the strongest in the book: Fania Oz-Salzberger on political theory, Knud Haakonnsen on natural jurisprudence, Andrew Skinner on economics, John Cairns on legal theory, and Christopher Berry on "sociality and socialisation". Ironically, perhaps, these chapters work so well because they build on a brilliant account of "The Contexts of the Scottish Enlightenment" provided by one of the chief exponents of the "natural scientific" approach, Roger Emerson.Broadie claims that it is "arguable that science is crucially important to the Scottish Enlightenment, perhaps more important than were moral philosophy, historiography and political economy" (4). In this paper I provide an interpretation of Hegel’s account of ‘recognition’ (Anerkennung) in the 1802-3 System of Ethical Life as a critique of Fichte’s account of recognition in the 1796-7 Foundations of Natural Right. In the first three sections of the paper I argue that Fichte’s account of recognition in the domain of right is not concerned with recognition as a moral attitude. I then turn, in section four, to a discussion of Hegel’s critique and transformation of Fichte’s conception (...) of recognition. Hegel’s transformation consists, I argue, in the claim that a comprehensive account of recognition in the domain of right must be concerned with recognition as a moral attitude. (shrink)

We find many of the common objections to this exercise unfounded, such as that it is excessively expensive by comparison with alternatives such as various metrics, or that it turns on the subjective judgement of the assessors. However there are grounds for concern about the crude language in (...) which for example all relevant scholarship becomes called ‘research’ and publications become ‘outputs’. The focus on the impact of research, which was a new feature of the most recent exercise, is particularly problematic, creating as it does a tendency to what Aristotle called alazony, self-aggrandisement, on the part of academics. We conclude that the REF is a mixed good from an ethical point of view, and that more could be done to mitigate its more unfortunate features. (shrink)

Athens and Wittenberg explores how Luther and early Lutheranism did not neglect the classics of Greece and Rome, but continued to draw from the philosophy and poetry of antiquity in their quest to reform the church.

Wittgenstein said of Kierkegaard that he was the “single most profound philosopher of the 19th century”; but what accounts for Wittgenstein’s estimation of Kierkegaard’s work? I argue that Kierkegaard, who was a student of ancient philosophy, synthesized Socratic and Aristotelian concepts into a conception of philosophical inquiry that provided the basis for a Socratic-style engagement with what Kierkegaard calls “the present age”. This allows Kierkegaard to engage Socratically with the present age’s assumptions, but with a kind of categorial sophistication that (...) goes beyond traditional Socratic inquiry. This Kierkegaardian model, I argue, provides the template for what Wittgenstein comes to call “philosophical foundations of X”, where X is some non-philosophical enterprise, such as psychology or mathematics. But didn’t Wittgenstein’s later work constitute a fundamental break with the philosophical tradition altogether? As G. H. von Wright famously remarks, “the author of Philosophical Investigations has no ancestors in philosophy”. In fact, I argue that if a reasonable adjustment is made in the understanding of Wittgenstein’s grammatical investigation, then the Wittgensteinian grammatical investigation can be seen to have more in common with certain Socratic and Aristotelian paradigms in ancient philosophy than we might otherwise assume. At that point, we can appreciate how the work of Søren Kierkegaard represents a significant conceptual and historical transitional link between these two periods. According to Kierkegaard, it is a central Socratic idea that anyone, no matter who they are, always already operates with some philosophical understanding of the things with which they are especially occupied in life. And scientists are no exception to this rule. In fact, scientists can be expected to operate with some formal-causal and ontological-categorial understanding of their subject, as well as an understanding of how the basic domains and topics that preoccupy them fit into the larger scheme of things: however, in light of the division of labor, scientists will not necessarily be aware of the extent to which they are already committed to a distinctively philosophical understanding of things. Making this philosophical understanding explicit and scrutinizing it may in turn have an impact on the ways in which scientists go on to frame their scientific research. I suggest that in light of the above genealogy of Wittgenstein’s concept of “philosophical foundations of X”, Wittgenstein can be regarded as a descendant of this Socratic tradition of philosophy, in which philosophy is occasioned by a reflection on the philosophical foundations of non-philosophical discourse. Señalaré los modos de llegar a las interpretaciones cosmológica y antropológica que Heidegger propone, mostrando, a la vez, sus problemas. De esta última interpretación mostraré dos vertientes. Así pues, intentaré depurar el camino entre las diversas interpretaciones del eterno retorno propuestas por Heidegger hasta llegar a una interpretación más (...) clara y coherente. The collaboration of Language and Computing nv (L&C) and the Institute for Formal Ontology and Medical Information Science (IFOMIS) is guided by the hypothesis that quality constraints on ontologies for software ap-plication purposes closely parallel the constraints salient to the design of sound philosophical theories. The extent of this parallel has been poorly appreciated in the informatics community, and it turns out that importing the benefits of phi-losophical insight and methodology into application domains yields a variety of improvements. L&C’s LinKBase® (...) is one of the world’s largest medical domain ontologies. Its current primary use pertains to natural language processing ap-plications, but it also supports intelligent navigation through a range of struc-tured medical and bioinformatics information resources, such as SNOMED-CT, Swiss-Prot, and the Gene Ontology (GO). In this report we discuss how and why philosophical methods improve both the internal coherence of LinKBase®, and its capacity to serve as a translation hub, improving the interoperability of the ontologies through which it navigates. The Scottish philosopher Norman Kemp Smith (1872–1958) is best known for his 1929 English translation of Kant’s Critique of Pure Reason, and for his incisive commentaries on Descartes, Hume, and Kant. These achievements have overshadowed his original philosophical work in several areas, including the experience of time. A realist with idealist sympathies, Kemp Smith developed a non-transcendental version of Kant’s conception of time as a ‘pure intuition’ (though he insisted that temporal perception involved ‘categories’). He employed this conception (...) to solve a problem that was widely discussed in early twentieth-century European and American philosophy, which William James dubbed the ‘specious present’: how can we perceive an extended duration, like a full golf swing, or the cadence of a brief tune, if we only perceive the present? A closely related problem: if we only ever perceive the present, how can we distinguish among the future, present, and past? In this paper, I explain Kemp Smith’s proposed solution, and compare it with two of his contemporary influences: Samuel Alexander and George F. Stout. Finally, I suggest that these problems are still with us, and are likely to be for some time, especially if we ignore the insights offered by earlier discussions. (shrink)

Categorization and decision making are combined in a task with photorealistic faces. Two different types of face stimuli were assigned probabilistically into one of two fictitious groups; based on the category, faces were further probabilistically assigned to be hostile or friendly. In Part I, participants are asked to categorize a face into one of two categories, and to make a decision concerning interaction. A Markov model of categorization followed by decision making provides reasonable fits to Part I data. A Markov (...) model predicting decision making followed by categorization is rejected. In Part II, a no-parameter model predicts decisions using categorization and decision responses collected in separate trials, suggesting that Part 1 results are not an artifact of the presentation of categorization and decision questions within a single trial. Decisions concerning interaction (defensive/friendly) appear to be based on information from the category decision, and not from the face stimuli alone. (shrink)

This paper describes an AFOSR-supported basic research program that focuses on developing a new framework for combining hard with soft data in order to improve space situational awareness. The goal is to provide, in an automatic and near real-time fashion, a ranking of possible threats to blue assets (assets trying to be protected) from red assets (assets with hostile intentions). The approach is based on Conceptual Spaces models, which combine features from traditional associative and symbolic cognitive models. While Conceptual Spaces (...) are revolutionary, they lack an underlying mathematical framework. Several such frameworks have attempted to represent Conceptual Spaces, but by far the most robust is the model developed by Holender. His model utilizes integer linear programming in order to obtain an overall similarity value between observations and concepts that support the formation of hypotheses. This paper will describe a method for building Conceptual Spaces models for threats that utilizes ontologies as a means to provide a clear semantic foundation for this inferencing process; in particular threat ontologies and space domain ontologies are developed and employed in this approach. A space situational awareness use-case is presented involving a kinetic kill scenario and results are shown to assess the performance of this fusion-based inferencing framework. (shrink)

Oxford Studies in Ancient Philosophy is an annual publication which includes original articles on a wide range of topics in ancient philosophy, and review articles of major books. In this supplementary volume, a number of renowned scholars of Plato reflect upon their interpretative methods. Topics covered include the use of ancient authorities in interpreting Plato's dialogues, Plato's literary and rhetorical style, his arguments and characters, and his use of the dialogue form. The collection is not intended as a comprehensive survey (...) of methodological approaches; rather it offers a number of different perspectives and clearly articulated interpretations by leading scholars in the field. What is the status of the dichotomy proposed and the nosological validity of the contrasting pathologies described in the target article? How plausibly can dysregulated imprinting explain the array of features described, compared with other genetic models? We believe that considering alternative models is more likely to lead in the long term to the correct classification and explanation of the component behaviours.

John L. Austin believed that in the illocution he had discovered a fundamental element of our speech, the understanding of which would disclose the significance of all kinds of linguistic action: not only proposing marriage and finding guilt, but also stating, reporting, conjecturing, and all the rest of the things men can do linguistically. 2 We claim that the illocution, the full-fledged speech-act, is central to religious utterances as well, and that it provides a perspicuity in understanding them not elsewhere (...) provided in the work of recent philosophy of religion. In particular we hold that understanding religious talk through the illocution shows the way in which the representative and affective elements are connected to one another and to the utterance as a whole. There may, further, be features in such an analysis which can be extended to other forms of discourse than religious. (shrink)

Achieving space situational awareness requires, at a minimum, the identification, characterization, and tracking of space objects. Leveraging the resultant space object data for purposes such as hostile threat assessment, object identification, and conjunction assessment presents major challenges. This is in part because in characterizing space objects we reference a variety of identifiers, components, subsystems, capabilities, vulnerabilities, origins, missions, orbital elements, patterns of life, operational processes, operational statuses, and so forth, which tend to be defined in highly heterogeneous and sometimes inconsistent (...) ways. The Space Domain Ontologies are designed to provide a consensus-based realist framework for formulating such characterizations in a way that is both consistent and computable. Space object data are aligned with classes and relations in a suite of ontologies built around the existing Space Object Ontology. They are stored in a dynamically updated Resource Description Framework triple store, which can be queried to support space situational awareness and the needs of spacecraft operators and analysts. This paper provides an overview of the Space Domain Ontologies and their development and use. It presents the motivation for and advantages of the Space Domain Ontologies, including the benefits they provide for enhancing and maintaining long-term space situational awareness. (shrink)
